The following diagrams show the correct placement of Canadian Army Cadet Corps badges on your uniform sleeves.
All badges are centered on the sleeve.
Only the most senior of a set of badges is worn at one time. Your new rank badge replaces the old, your new summer course badge replaces the previous year’s, Standard first aid replaces Emergency, etc.

Do the measurements start from the bottom of the cuff and where does the one arrow pointing up go?

The measurements start from the end of the sleeve.
I am not sure what the “arrow” is. I will have to see what I can find. Is it your camp badge? I think the diagram shows a place for a camp badge (I can not see the diagram from where I am).

the placement is good, however without knowing the size of the badges it is hard to sew the badges in the right place.
I do not have the shooting qualifying badge so the diagram does not show me where to sew my fitness one.

You don’t need to know the sizes, just the order. You leave 1cm between badges and do not leave space for badges that you might get someday. Unfortunately this also means that if you get the shooting qualification you have to move all of the badges in that area up to make space for it.
When in doubt, look at the senior cadets as they are usually correct.
